The district headquarters of Habiganj stands on the banks of the Khowai River, located between 23°57'–24°42' N and 91°10'–91°40' E. It was established as a subdivision in 1867. The district comprises nine Upazilas (formerly eight), six Municipalities, and seventy-seven Unions. Habiganj possesses a rich history and a diverse cultural heritage, being home to indigenous communities such as the Manipuri, Tripura, Khasia, Banai, Urang, Telegu, and Bihari people. Historically, the 'Ganj' or bazaar was established on the banks of the Khowai River by Habib Ullah, the son of Syed Hedayet Ullah, the founder of Sultansee Haveli.
